Certificate of Conformity Charges
Interesting list of contacts and charges to receive a ULEZ Certificate of Conformity. Some manufacturers will issue them for free, others charge (BMW £120).
I'm not planning on riding into London, ever, so not affected, but for those who have to, it must be a worry.

I needed a C of C when I imported my bike from Ireland a few years ago. Phoned BMW UK expecting a right old palaver and for it to cost a 3 figure sum. They took the VIN over the phone and sent me one FOC. Didn't even charge me postage. Result!

Perhaps the good folks at BMW UK don't like MAG so fed them a line. Good result for you though, Mike.

Been posts on ukgser about the ulez and BMW took a couple of months and £130 to supply Certs.

I suspect such requests weren't great in number 4 or 5 years ago. Since this ULEZ business surfaced I'd imagine they've been getting stacks. There will of course be a cost involved in processing this lot, but I suspect BMW also quickly spotted a new potential revenue stream and swiftly added a zero. No doubt most of the other manufacturers are at it too.
It is my understanding that, when someone takes delivery of their spanking new bike, the C of C should be within the wodge of paperwork it comes with. I'm also led to believe that this often isn't the case. I received the C of C for my Ford car without having to ask for it - though didn't for the BMW MINI I had before. If and when I'm in a position to buy a new bike I think I will insist on having the certificate.

Does the R1100s meet ulez criteria for an exemption? I don't mind forking out for an exemption but I do t want to spend £120 to find it's non-compliant.

Just put my R1100S into the ULEZ finder (a 2001 model) and it failed - ie I would have to pay the charge as well as the congestion charge.
My F800ST (2009 model) and my Saab 95 Aero (2003 model) both pass without having to pay the ULEZ charge. Still have to pay the congestion charges though.

I assume you mean congestion charge for the Saab not the bike as motorcycles are exempt.
There would appear to be a surfeit of prolixity and sesquipedalian content today please do not use a big word when a singularly un-loquacious and diminutive linguistic expression will satisfactorily accomplish the contemporary necessity

Anyway....does anyone actually have a meaningful answer? Should the standard R1100S (2-spark, 2004 model) have emissions that comply with the LEZ?

No
If you input the Reg number from a 2005 R1100s it is subject to the ULEZ, the LEZ on the other hand does not apply to motorcycles

The checker won't help, it's a pre-2007 bike so it just gives it the 'computer says no'. Since the mayor has said that pre 2007 bikes might be exempt if they prove to comply with the specified limits, that's what I'm asking - is it likely that it does? The emissions field on my v5c is blank so that's no help.

My 12s is registered in 07 but it’s a 06 build and that passes the ULEZ online checker, now I found this snippet of info which may help you

If you scroll down a little way you’ll see the stated CO 2 emissions are the same, but there’s still no guarantee that BMW’s conformity will be what you want but maybe worth a go.
