If not.....you can mount the rail directly to the subframe. No spacers are required when the passenger pegs are removed.

Have just arranged the purchase of Steves panniers so will be fitting em asap.
Is the above statement correct - it seems logical that with the passenger footpegs removed, spacers WOULD be needed to keep everything in line rather than the other way round as the lugs are designed to bolt on top of the footrest brackets rather than directly to the subframe acording to the diagram in the RepRom.

If you are going to fit spacers they should go between the pannier rail and the subframe. When I did mine I just bolted direct to the subframe with shorter bolts and its been like that for over 60K miles with no problems.
