Mini Catastrophe!

My bike has had a yellowish discharge
running down the engine casing near the RH footpeg ever sine I've had it. It's a tiny amount, but when the bike gets hot it dries, and smells sort of nasty. It has also slightly discoloured the casing.
Today I decided to investigate. I got my locking pliers and gripped the clip on the little drain plug at the bottom of the airbox (?). The drain and the rubber cover snapped off in my hand. The good news is that a cupful of oily water (watery oil?) came out as soon as it was opened.
What is the drain plug for?
What does it mean to have the liquid in there?
Can I just superglue the bit back on?
