Another Shock question

I was adjusting the rebound knob on the rear shock as per the book. Which states that you start by turning it counter clockwise fully.
While turning the knob for ages I find that the knob becomes loose like its going to full out.

Is this normal or have I got a U/s Shock.

Throw it in the bin. Save up and buy an Ohlins or similar spec unit.
