Powder coating and sand blasting / dipping

Just spoke to a powder coater, thinking of doing wheels and rocker covers, and they told me that they can't sand blast the parts but that they need to be delivered sanded / acid dipped.

Can this really be? Why wouldn't they be able to blast the rims? I've been doing that before for other vehicles also featuring aluminium items...

Perhaps they don't have the equipment to do it ?
Just a guess.
Blasting is a perfectly acceptable procedure for stripping wheels
