Euro 3

Just wondered if anyone knows if the twin spark R1100S models (2003 onwards) meet the Euro 3 emissions specifications?
I live in London and this is likely to become an issue once they bring in the Ultra Low Emission Zone.........

Residents
  • •Registered residents who live in the ULEZ will be granted a three year sunset period with a 100% discount to give them more time to change their vehicle to meet the ULEZ standards
    •The discount will be available to those who live in the ULEZ from 2020 to 2023 and will only apply while they live within the zone
    •After the 6 September 2023, residents must pay 100% of the daily ULEZ charge to drive a vehicle in the zone if it does not meet the ULEZ standards

Hello,

I find this a little worrying...

My BMW R1200S was first registered in October 2006 and as far as I am aware (And I stand to be corrected) by this time BMW were already meeting this requirement and vehicles that complied were known as "Early Adopters". I seem to remember that this was why my 2005 K1200S (One of the first after the camsshaft debacle was solved) ran so badly and was subject to recall after recall until it was right!

The website does perhaps offer some hope:

"As some manufacturers started producing and using vehicles or engines that met the Euro standard before it was legally required, some vehicles first registered before the dates shown in the table will also meet the ULEZ standard. These vehicles are known as 'early adopters' and will be dealt with on a case by case basis.".

I suppose we will just have to wait and see how we appeal if we believe our vehicles will be exempted?

Of course from the look of it if your R1200S was registered after 1st July 2007 (ANd there might be a few) then you will be OK - But it will be the same bike as mine....

So no-one inside the zone can keep/use a classic bike or car then?

"Historic vehicles

All vehicles that have a 'historic' vehicle tax class will be exempt from the ULEZ. This tax class excludes any vehicle used commercially. Read the eligibility criteria for the historic vehicle exemption on Gov.uk.

Vehicles built before 1 January 1973 will also be exempt from ULEZ. These vehicles were built
before emissions standards came into force and are exempted because of their unsuitability for
engine conversion or replacement.

I saw that but assumed (rightly or wrongly) that as the OP hadn't stated 'Central London' that it would not apply to him. Bit miffed about it as my car is a 2002 and pretty sure it's not going to meet the standard. I live 5mins outside of the zone and although I virtually never venture in during the week therefore avoiding the congestion charge; I have a feeling the 'emmision zone' will be 7 days. I only do 3k a year and my car has years of life in it so I shall in all likelyhood get hit for an extra £12 every time I want/need to drive in. I feel for all the people that commute every day and are going to be forced to change their perfectly serviceable vehicle or shell out nearly £3k over the course of a year.

I actually live in Brixton - outside the congestion Zone but within the North/South Circular area.
The original Boris Johnson proposal was for the Ultra low Emission Zone to be implemented within the Congestion Zone from September 2020.
As I understand it, the new mayor, Sadiq Khan is looking to change this and is hoping to bring in a £10 surcharge on top of the Congestion Charge for all pre-Euro 4 vehicles (though probably not motorcycles?) from 2017.
He wants to bring the Congestion Zone ULEZ date forward to 2019.
In 2020 he would like to implement ULEZ in the whole area encircled by the North & South Circulars. Residents of this area would be given a further 3 years, charge free, to give them time to change their vehicles.
This is out for consultation just now.....
