The current system IS changing in April next year. Haven't fully got my head round it yet, and it will only apply to new vehicles registered after the change comes into force, but if I've got it right only the first years tax will be affected by emissions. From year 2 onwards everyone will pay £140 per year - EXCEPT zero emission vehicles ONLY, where RFL will be£0.

Currently cars with emissions up to 100 g/km CO2 pay £0 per annum

Yes and No. No in the sense that the end user should pay this tax and there lies the problem. Manufacturers lie and some even cheat. Until proper road tests are conducted as opposed to lab conditions then the end user is taking it up the Khyber. Yes a level playground is achieved where competitive nature succeeds and not a cosy environment where manufacturers blatantaly mislead.
