No education is 'free' though, is it. And perhaps there's a good case to be made for the people who need this sort of education having to pay for it themselves.

Just because some bloke from an obscure anti-speed camera campaign in Dorset says you're 'obliged to' doesn't make it so. EUI Ltd (Admiral et al) ask the specific question, in which case you're obliged to answer it. There's no database relating to SACs to which insurers have access. I'm not sure how they'd find out if you'd lied tbh.
